Update JS dependencies (#17611)

- Update monaco, adapting to breaking changes
- Update dropzone, adapting to breaking changes
- Update linters, fix new issues, disable opinionated stylelint rules
- Rebuild SVGs and images
- Tested Dropzone and Monaco
