Simplify template helper functions (#24570)

Browse source 
To avoid bloating the template helper functions, some functions could be
provided by type methods.

And the new code `data-line-type="{{.GetHTMLDiffLineType}}"` reads
better than `data-line-type="{{DiffLineTypeToStr .GetType}}"`
